Inner City Bypass - cooperation in project planning
Abstract
The Inner City Bypass (ICB) is a major link in the road network with connections to Lutwyche Road, Airport Link Tunnel, Clem Jones Tunnel, Legacy Way tunnel and the soon-to-be-upgraded Kingsford Smith Drive. The existing ICB is operating at up to 90% capacity however will be severely over capacity by 2021, with this section of the ICB currently carrying more than 100,000 vehicles per day. In order to address this issue, Brisbane City Council is planning to widen the Inner City Bypass (ICB) between Legacy Way and the RNA tunnel to increase capacity and allow for future growth along the corridor.
This paper will discuss the strategies used to ensure the planning process addressed priority outcomes for key stakeholders.

Jim Hefferan

With a Bachelor of Engineering, Jim Hefferan has an extensive background in both the design and construction of infrastructure projects.
Jim has worked as a consulting Engineer with Arup, Benaims, Necso and the Department of Main Roads structures division.
For 11 years Jim was working in construction throughout Asia both as a designer and contractor before returning to Brisbane to work as project coordinator for the delivery of the Clem7 Tunnel and then was Acting Project Director for the Legacy Way Project.
Jim is continuing to work with Council’s City Project Office on the ICB Upgrade project as Project Director.
