Hengky is currently the Director for Physical Planning, Infrastructure at the Urban Redevelopment Authority of Singapore (URA). He leads a team of planners and engineers, working closely with various government agencies in Singapore to formulate appropriate planning and policy responses and reviewing them regularly in a bid to tackle the increasing complexity and challenges of planning and implementing developments and supporting infrastructures in a built-up environment. 

Having been with the URA since 2007, Hengky has been involved in the last 3 reviews of the Master Plans in 2008, 2014 and the most recent review in 2019. He was involved in the final stages of planning approval for several public transport projects such as the Downtown Line Stage 3 (DTL3), Thomson-East Coast Line (TEL) and more recently the Cross-Island Line (Phase 1). More recently, he has also led efforts to develop the Urban System Dashboard, an in-house GIS-based planning tool designed to facilitate the planning and coordination work across various agencies. The project has since received the Minister’s Award in 2017.

Prior to joining the URA, Hengky was with the Land Transport Authority of Singapore (LTA) supervising the construction of road projects and working on tender specifications for new construction projects. He also has experience from the private sector carrying out research in odour treatment and engineering design of wastewater odour treatment facility. Hengky has a Masters of Science Degree in Urban Studies and Planning from the Massachusetts Institute of Technology and also a Bachelor’s Degree in Civil and Environmental Engineering from the Nanyang Technological University.
