Kimberley Driver, Manager, Governance and Advisory Services - Local Government Association of Queensland (LGAQ)

Kim is the Manager Governance and Advisory Services at the Local Government Association of Queensland (LGAQ). Kim is part of the leadership cohort which provides daily support services to councils, including mayors, councillors, CEO’s, and council officers.

Kim has been with the LGAQ since October 2023, joining after spending 35 successful years in the local government sector, at Landsborough Shire, Caloundra City and Sunshine Coast Councils. Kim joined the LGAQ believing the next step in her career was to share her knowledge and experience with other councils across Queensland.

Kim holds qualifications in Business and Law and is currently completing a Company Directors Course with the Australian Institute of Company Directors. In 2022, Kim was the recipient of the LGMAQ International Exchange Manager of the Year award, and travelled around the North Island of New Zealand to learn more about the system of local government in New Zealand.

Ulani Powell, Lawyer - McCullough Robertson

Ulani is a Lawyer in McCullough Robertson’s Planning and Environment team.  She works across all areas of the team’s practice, including planning, development, infrastructure and environment. 

Ulani has experience working with a range of local government and corporate clients, predominantly in relation to Planning and Environment Court appeals.  Ulani was the Associate to her Honour Judge Kefford of the District Court and the Planning and Environment Court in 2021. 

Recently, she spent time as a policy officer with the Robodebt Royal Commission, which delivered its report in July 2023.

Leah Kelly, Deputy Director-General (Infrastructure and Regional Strategy) - Department of State Development, Infrastructure, Local Government and Planning

Leah has executive level experience in the private and public sectors in policy development, transactions, commercial advisory, economic analysis, business case development and infrastructure project procurement and delivery. Leah is currently the Deputy Director-General for Infrastructure and Regional Strategy in the Department of State Development, Infrastructure, Local Government and Planning and has held senior executive roles in Queensland Treasury, Building Queensland, Aurecon and at the University of Queensland.

Wahi Rabbani is a Senior Engineer with the Safer Roads Team of the Engineering & Technology Branch of the Queensland Department of Transport and Main Roads. He has expertise in transportation engineering, specialising in highway/traffic planning, design, operations, and road safety, as well as a deep understanding of pedestrian and bicyclist interests and human factors concerns related to surface transportation design and operations. In addition, he gained valuable experience in traffic signal design, network performance analysis, and Bluetooth data management while working for a local government agency in Queensland. He holds a Doctor of Philosophy degree in Civil Engineering from the Queensland University of Technology, which serves as the foundation for his extensive research expertise.

Sam is responsible for the planning and delivery of WDRC's transport infrastructure maintenance programs, WDRC's annual reseal program, the Road Maintenance Performance Contract (RMPC), and rehabilitation projects WDRC delivers for DTMR.   

Sam enjoys the multifaceted challenge that is Council and RMPC maintenance, and during his tenure has seen significant improvements to Council's maintenance efficiency, risk exposure, and network condition.

Evan Chatfield - Mackay Regional Council

Evan Chatfield is the Stormwater and Drainage Assets Engineer at Mackay Regional Council which provides stormwater services for Mackay in North Queensland and is currently studying an Associate Degree of Engineering at the University of Southern Queensland.

Shannon Orr, Technical Director - Mechanical/Water and Defence Delivery Leader, Australia - GHD

Shannon is a GHD Principal, that has been working in the water and wastewater field for over eighteen years, leading some of the largest water planning and design projects throughout Queensland.

As the previous Regional Market Leader for Northern Australia, Shannon has been able to work on and develop strategic planning reports for Australia wide water supply solutions, to working on some of the regions most innovative pipeline and treatment plant projects.

Doubling at the Queensland Chair for Consult Australia, and recent QLD Engineering of the Year for IPWEAQ, Shannon is firm supporter of the Industry and next generation.


Linda Dobe, Acting Director-General - Department of Regional Development, Manufacturing and Water

Linda took up the role of Acting Director-General of DRDMW in March 2023. Prior to that, she was the department’s Deputy Director-General, Water Resource Management and has been the Queensland Government’s most senior water executive for more than 5 years.

Linda has broad government and private-sector experience in senior roles across the water, lands, mining, finance and education portfolios. She has held lead roles in government water functions in key areas such as strategic water policy and reform, regulation of water entitlements, drinking water and dam safety, water planning and science, water security planning, and progression of bulk water infrastructure projects.

Linda is Queensland’s representative on the Murray–Darling Basin Officials Committee and also on the committee that is revamping Australia’s National Water Initiative (which has a focus on increasing the involvement of traditional custodians in water management; climate response; and ensuring rural and remote communities have access to safe, reliable drinking water).

Linda has led numerous large multi-disciplinary teams, successfully facilitating cultural transformation while delivering strategic, innovative solutions. She also has extensive experience in stakeholder engagement and consultation, with a commitment to building long-lasting and authentic relationships across diverse stakeholder groups. She has a particular interest in working with First Nations Peoples on water management issues.

Linda holds a Bachelor of Science (Geology) from The University of Queensland, and began her career as one of the first female exploration geologists working in the Pilbara region of Western Australia.

Francesco Di Cosmo - Townsville City Council

Francesco is a Mechanical Engineer and Asset Manager from Scotland/Italy. He moved to Australia in 2019 to pursue a career in Asset Management and is currently the Team Manager of Asset Strategy & Compliance at Townsville City Council. David Saunders’s expertise as a construction lawyer covers the entire lifecycle of projects, including procurement and probity advice, drafting contractual documentation, negotiating, contract compilation, contract administration and claims advice. He regularly assists Government and corporate entities with major projects and has provided advice on various large infrastructure projects and funding agreements. He has acted for a range of Local Governments and Government Owned Corporations on a variety of civil infrastructure projects, water treatment and waste water treatment projects, buildings and upgrades, asset lifecycle maintenance projects, beach nourishment and waste and recycling projects.

Rebecca Morris - Queensland Reconstruction Authority

Rebecca Morris is the Director of Policy at the Queensland Reconstruction Authority (QRA), leading recovery and resilience policy, resilience funding programs and Geographic Information Systems. Rebecca has been at QRA for 2 years and brings 10 years’ experience in the public sector in strategic planning, policy development and implementation, and project management.

Ella Harrison - Queensland Reconstruction Authority

Ella Harrison is the Director of Flood Risk Management at the Queensland Reconstruction Authority (QRA). Ella leads the development of flood risk management programs within QRA. Of the suite of resources Ella leads, the Economic Assessment Framework of Flood Risk Management Projects was a key body of work developed by Ella.

Ella can give specific insights into flood risks, and flood risk management, and the continued development of the Framework, and the development of the Framework's supporting tool.

Peter Hancock - Atlan Stormwater

Peter has twelve years of experience in the water treatment and filtration industry. In his current role as Council & Engineer Liaison at Atlan Stormwater, he specialises in providing stormwater filtration and detention solutions to Civil Engineering firms and Councils.

Peter frequently collaborates with councils to convey industry insights on what strategies are yielding national success in achieving water quality objectives. His expertise extends to educating on SQIDEP verification to ensure the efficacy of filtration devices and offering insights into how LGAs are ensuring compliance with maintenance requirements for privately owned generational assets.

Beyond his professional pursuits, Peter is an avid kayaker, having competed in State and National Titles in K1 sprint and marathon events, tackled the white-water Avon Descent in WA, and served as a past club president of the Greater Logan Kayak Club. Kat Dever-Tod - GHD

Water Engineer based in Te Whanganui-a-Tara (Wellington). Since graduating from the University of Canterbury in 2020, Kat has worked on a range of wastewater and stormwater upgrades projects for Wellington Water and has been primarily involved in construction management and design coordination. 

Kat has a keen interest in projects focussed on increasing the resilience of communities through strategic improvement of existing infrastructure networks and integration of green infrastructure. Kat enjoys working on projects with a range of stakeholders and large, multi-disciplinary teams, requiring a high degree of collaboration


Stu Farrant - Morphum Environmental

Stu Farrant joined Morphum Environmental to establish and manage its Southern Sector branch. Driven by adopting evidence-based innovation in the planning and design of integrated water management solutions, he has a particular passion for the design of constructed wetland systems and has delivered numerous successful projects at a range of scales. 

Stu is an ecological engineer who specialises in the water aspects of ecologically sustainable development, particularly integrated urban water cycle management and water sensitive urban design (WSUD), and he has extensive skills in the planning, design and implementation of innovative and practical water management projects. He graduated with honours from the University of Canterbury with a Bachelor of Engineering (Natural Resource). 

Prior to this, he completed a Bachelor of Commerce and Administration (Management) at Victoria University in Wellington. Stu spent five years working alongside industry leaders in Melbourne, Australia and has led the design of innovative projects across Australia and New Zealand.

James Varughese - Southern Downs Regional Council

James has worked in the Middle East and Australia for close to 20 years. He has significant experience as a local government Civil Engineer and has an extensive background in contract administration, project management. James commenced his career in Australia with McNab Constructions whilst doing his Masters at University at Southern Queensland. As a RPEQ and CPPM, James exhibits practical knowledge in professional engineering principles, skills and values. Currently, James works for Southern Downs Regional Council as Manager Works, Infrastructure Services and is based in Warwick. James is now looking forward to the new challenges and opportunities in his new role as a Manager with a specific focus on customer satisfaction, asset maintenance and long term financial planning.

Lydia Isokangas - Moreton Bay Regional Council

Lydia is the Lead Strategic Infrastructure Planner at the City of Moreton Bay. As such she manages the longer term, sustainable transport planning for the City including regional corridor planning. Transport planning in Moreton Bay has many challenges such as how to sustainably connect the multiple centres within the region while also allowing for a large through movement between the Sunshine Coast and Brisbane. This is becoming harder with the multiple growth fronts within the City that must be managed along with the increasing intensity of climate change impacts across the region. These challenges make being part of the team delivering solutions for the residents and visitors to the City of Moreton Bay is a very rewarding job for Lydia.

Paul Conolly - City of Gold Coast

Paul is an experienced engineer with 27 years’ experience within City of Gold Coast.  During his time with the City he has fulfilled roles in civil and structural design, technical governance, specifications and engineering management.  He currently works as a Specialist Certifying Engineer with a large involvement in emergent engineering problem resolution across various City Directorates in various engineering and design disciplines.  Prior to joining the City Paul managed two smaller multidisciplinary consultancies for 9 years and spent 6 years in business management with the Grundy Organization.


Angela Tait - City of Gold Coast

Angela is an experienced engineer with 25 years’ experience in the structural engineering field. Angela has worked for the City of Gold Coast for the past 3 years as a Specialist Certifying Structural Engineer. During her time with the City, she has fulfilled roles in the structural design, technical specifications, engineering management, mentoring and client liaison for projects across the City Directorates. Prior to joining the City, Angela worked for 10 years at SMEC as a Senior Structural engineer in a large array of medium to large civil infrastructure projects across Australia. Prior this, Angela worked for Burchills VDM Consulting Engineers for 2 years, Kavanaugh McAnany Consulting Engineers for 7 years, and Projects and Designs for 3 years in Colombia, as a structural engineer in the residential and commercial design engineering industry.

Brianna is an experienced engineer with a demonstrated history of working civil construction. Skilled in Strategic Asset Management & Project Management with a keen interest in resilient assets and innovation.

Brianna is the Senior Works Manager at Western Downs Regional Council. Brianna started her career in the private civil construction sector working in Queensland and northern Western Australia before commencing her career in local government in 2016.

Jason Cook - Western Downs Regional Council

An experienced engineer with long term local knowledge of the Western Downs. Jason is a Project Manager at Western Downs Regional Council. He commenced his career as an engineering cadet at Western Downs and has been involved in all aspects of asset management.

John Langton - Scenic Rim Regional Council

John Langton is a Project Manager with 15 years' experience on a broad range of engineering infrastructure. With roles with a major construction contractor, a government owned corporation, and local government, John has gained a whole-of-life view of infrastructure and is committed to best-for-project outcomes.

His experience ranges from leading teams in major bridge and structures projects, to asset management of major civil infrastructure including tunnels, pipelines, and bridges in remote areas. As a project manager his experience has also covers multi-disciplinary projects including building, electrical, and hydraulic works. 

Currently John works as a project management consultant, specialising in local government project delivery. He is qualified as a RPEQ Civil Engineer and has completed a Master of Engineering, majoring in Engineering Project Management.

Daniel has previously worked for Transport and Main Roads, RoadTek and with various Local Governments throughout Queensland.  In his current role as Operations Manager for Professional Bridge Services, he has contracted for QLD LGs, Main Roads and various private firms.  He has indepth knowledge of the TMR bridge inspection system (software) and associated manuals.


Daniel Rose - Hazell Bros

Daniel Rose studied Civil Engineering at RMIT University in Melbourne. After graduating in 2002, Daniel worked with Mott MacDonald in the UK, before returning to Melbourne to work for John Holland. After 8 years and stints in Brisbane and Adelaide, Daniel returned Melbourne to work for BMD.  In 2020 Daniel moved to the Gold Coast and now works for Hazell Bros as the Construction Manager for projects around the Gold Coast and Northern NSW.
