Kylie Rogers is a civil engineer with over 20 years’ experience in the planning, design and delivery of public infrastructure in Central Queensland and the UK. During her career she has worked extensively as an engineer and manager in the water industry and in recent years, has focused her skills towards the revitalisation of Mackay’s city and riverfront area. Kylie is currently the Manager of the Mackay City and Waterfront redevelopment at Mackay Regional Council and is passionate about delivering high-quality services to the region.

Ross Pitt, Mount Isa City Council - Success of an Evolving Multi-Use Park

I am the Manager of Works and Operations for Mount Isa City Council. My departments are Urban Construction and maintenance, Rural Construction and Maintenance, Parks and Gardens, Council’s Concrete Batch Plant, Fleet Services and Workshop. I commenced with MICC in June 2021 and enjoy the working environment and the team dynamics. I have been involved in Civil Construction for over 30 years and started as a laborer and worked my way up as a plant operator, leading hand, supervisor and manager as well as a private contractor with my own plant, undertaking my own projects and now working working for Council. Most of my career has been in the private sector and I enjoy the challenge of bringing skills learned into local government and increasing my own. 

Jessica Dennien, Civil Engineer, GHD (formerly Gladstone Regional Council) - Community Engagement - More Than Just Consultation - The Cassy Lives Skate Park Project

Jessica is an experienced Chartered and Registered Professional Engineer currently working as a Civil Engineer with GHD. Driven by a passion for providing quality infrastructure that is sustainable and meets the needs of the client and end user, she takes pride in developing the highest quality transport and drainage designs possible. Prior to her time at GHD, Jessica gained almost 10 years of local government engineering experience working at the Gladstone Regional Council. During this time, she worked on many community projects, including the Cassy Lives Skate Park Upgrade project, gaining invaluable experience working directly with the community.


Stream 2: Sustainable Road Surfacing

Trevor Distin, Technical and Marketing Manager, COLAS - From Landfill to Roadfill - How to Optimise the Use of Waste in Asphalt

Joined the COLAS Australia Group in 2016 as the Technical and Marketing Manager having held a similar role with COLAS in Southern Africa. Prior to that he held positions as National Technology Manager for Boral Asphalt, Executive Director of Southern African Bitumen Association and Bitumen Technical Services Manager for Mobil Oil South Africa. He has over 35 years’ experience in the development, manufacture and construction of bituminous materials. Currently serves on the Austroads Asphalt, Binders and Bitumen Surfacing’s working groups and AfPA’s National Technology Leadership Committee and Asphalt, Binders, Seals and Sustainability sub committees. Holds a Masters Diploma in Civil Engineering and Bachelors Degree of Commerce.

David Simmons, Austek Roads - Delivering sustainable asphalt solutions with improved performance by using tyre derived fuel oil and recovered carbon black

David is currently employed by Austek Roads based in South East Queensland as their Business Consultant.

Possessing nearly 40 years of industry experience David has managed civil testing laboratories, spray seal business units, asphalt production facilities, polymer emulsion plants and a host of other supporting businesses supporting the roading sector.

With a passion for innovation and product development David has helped pioneer the introduction of RAP (Recycled Asphalt Pavement) designs in the early 1990’s, been instrumental in the development of steel slag and bitumen crumbed rubber asphalt designs both in New Zealand and Australia in various companies.

The latest and most interesting set of product developments are detailed in the latest AfPA symposium presentation (2021) in leading the innovation based around the use of recovered carbon black in asphalt mixes combined with the replacement of diesel / gas (fossil fuels) in the asphalt production process.

David has a proven track record in business management, a detailed planner with the ability to develop and implement key strategies which deliver expectations into visible and cohesive results.

Delivering a track record of successful and profitable business cost centre management, operational improvement programs, technical innovation, effective health, safety and environmental delivery including supply chain negotiation underpinning his ability to manage operations at the most senior level.

Importantly he is team player who takes an active interest in both team and individual developments through positive mentoring and coaching. He makes decisive management decisions when required whilst still ensuring that relationships and strategies are maintained to deliver win – win objectives.


Adam Freedman, Asphalt Join Tape - Insights Into how to Maximise Productivity in Asphalt Maintenance Divisions and Techniques for Prolonging Road Pavement Life Span

With 17 years experience in performing asphalt maintenance repairs for multiple different councils and companies in southeast Qld I have had the unique opportunity to view the varying methods and procedures that different councils and organizations implement when performing small asphalt maintenance repairs. Having had extensive business management experience in previous roles it is evident to me that in general there opportunities to drastically improve productivity in most council maintenance crews.

I take a lot of pride in the road repairs I perform and it was always very frustrating coming back to do another road failure next to a patch I had previously repaired. These adjoining failures were generally due to water ingress in the join around the initial patch repair. This led me to begin researching solutions for sealing around road repairs and the launching of AJT Asphalt Joint Tape and associated products to prevent water ingress into road pavements.

Nicholas Le Good, Department of Transport and Main Roads - Captain Cook Bridge Refurbishment Works

Nicholas Le Good (Nick) is a Senior Project Manager with the Department of Transport and Main Roads, Queensland. Nick has delivered diverse range civil infrastructure projects throughout the state of Queensland in his 10+ years with the Department. Nick has gained extensive experience in the delivery of civil infrastructure projects specialising in construction management, relationship management, leadership, and project delivery.

Rohan McElroy, icubed Consulting - A Serviceability Analysis of Pedestrian Induced Excitation of Light-Weight FRP Footbridges

Rohan has worked as a structural engineer with icubed consulting for the past 11 years having exposure to a variety of different projects in residential, commercial, infrastructure and industrial building industries.

Over the past four years, Rohan has been leading the icubed structural engineering division with a team of engineers and drafters working together in a collaborative environment.

He has a strong technical background in the design of timber, steel, concrete and reinforced masonry structures. Rohan has applied these skills to assist in the design of industrial warehouses, residential buildings, commercial offices, internal and external, peer reviews and the design of Fibre Reinforced Polymer (FRP) road bridges, boardwalks, jetties, wharfs and pedestrian bridges around Australia, New Zealand, UK, Canada, UAE, Egypt and the USA.

Rohan has presented his research in pedestrian induced excitation of light weight FRP bridges at the Composites in Construction conference in Amsterdam and more recently his further developments in the topic at the Australian Small Bridges Conference on the Gold Coast in 2021.  He has co-authored a paper on the world’s first composite FRP and geo-polymer concrete wharf (Pinkenba Wharf) for the International Federation for Structural Concrete, and co-authored a paper for the International Public Works Conference for the testing, design and installation of FRP decking on a bascule bridge for Birkenhead Bridge in South Australia.

Nick Canto, icubed Consulting - A Practical Assessment of Mass Concrete Construction for Wind Farm Projects in Remote Sites

Nick Canto is an executive, engineer and entrepreneur with over 27 years of experience in the infrastructure and energy sectors.  He is currently the Executive Director of icubed consulting, a Brisbane based development consulting practice specialising in Renewable Energy and Infrastructure projects. Founded by Nick in 2003, icubed today employs around 50 employees, including six partners.  Since inception, icubed has consulted on over 5GW of constructed wind energy projects across Australia and New Zealand, with a similar magnitude under development.

In late 2015, Nick founded Yarranlea Solar to develop a 100MW PV Solar project 50km south-west of Toowoomba.  The Yarranlea Solar project demonstrated the broad capabilities of icubed consulting to the market.  It’s success has resulted in icubed being commissioned to manage the approval of approximately 1GW of PV Solar and Battery Storage projects across Queensland.  Nicks’ depth of knowledge and expertise in energy project development is sought out by developers to provide expert strategic advice across a range of technologies.  Yarranlea Solar was sold to a Global Renewable Energy Investor in 2018 and construction was completed in early 2020, providing enough energy into the national electricity market to power over 35,000 Queensland homes.


Stream 4: Managing Water and Wastewater Assets

James Moffatt, Engeny - Toowoomba Regional Council - Sustainable Water Planning

James is the Technical Director of Integrated Water Planning at Engeny and has over 20 years’ professional experiencer in engineering, policy and network management for the planning, design, integration and operation of water systems. He played a key technical role in the establishment of the SEQ bulk Water Grid and has continued to play a leading engineering role in infrastructure planning, system optimisation, network management, strategic and operational policy development and implementation for the water supply systems throughout the region. James’ key technical expertise is in piped water systems, including hydraulic and water quality network modelling; however, his skills and experience are across the entire water management lifecycle, literally from the “catchment to the tap.

Toby Millikan, Toowoomba Regional Council - Toowoomba Regional Council - Sustainable Water Planning

I have 16 years in the water and sewerage industry since graduating from USQ in 2006.  I have spent the past 13 years at Toowoomba Regional Council, with 11 of those in the Water Network Planning section.  I have extensive experience in the use of WaterGems and SewerGems, particularly with regards to forward planning and the assessment of development applications.  Recently I have been heavily involved in Council’s water security program and the development of Water Vision.

Will Zillman, Interflow - Trenchless Renewal of Unitywater's dn100 Water Main - Narangba

A Chartered Professional Eengineer, Will has over 30 years’ experience in the water industry. He has worked for one of Australia’s leading pipeline manufacturers, consultants, and leading Australian trenchless pipeline rehabilitation companies. Will has served on Australian Standards Joint Technical Committee, WS-016, Cast Iron Pressure Pipes and Fittings, International Standards Organisation Technical Committee ISO/TC 5/SC 2, Cast iron pipes, fittings and their joints, and has participated in WSAA’s Cooperative Research Centres Project – Smart Linings for Pipe and Infrastructure.

His experience includes pipeline design & manufacture, pipeline infrastructure assessment & forensic investigation, economic analysis & material selection and coatings and linings selection. He has experience in both open trench pipeline construction and trenchless rehabilitation techniques, cost estimating, assessment of constructability, contract management and pipeline installation training.

Will is responsible for the successful entry and profitable growth of the business as a trenchless contractor into the pressure space of the water industry. He applies his experience in finding optimal project solutions including using cutting edge and innovative technology to provide the best value to our clients.

Joe Barnewall, Ecoflo - Off-Grid Solutions in a Public Toilet Context

Joe Barnewall has a long history of leadership and executive roles spanning both corporate management and project management across Australia, Pacific Island countries, the Middle East and Africa.  He has worked as a consultant, project manager and a project director.  With a background in agricultural economics, he has worked in institutional strengthening and capacity building across WASH, extension, community consultation and social infrastructure projects.  His development aid clients have included AusAID, the World Bank, ADB, UNDP, NZODA and the AfDB.  His commercial clients have included province and national governments and business, large and small.

Joe’s passion is leading  and supporting teams as they implement change and development across the social landscape to deliver improved grass roots outcomes.  Joe has worked with Ecoflo-WASH since 2012 and has led the company’s focus on developing a Pacific Island Country market for safe sanitation through dry and composting toilets.

This work has led to Joe heading up Ecoflo's new venture LooCube - prefabricated buildings custom designed for safe sanitation in remote locations without power or water. 

Joe holds a Bachelors degree in Agricultural Science and a Masters degree in Business Administration from UQ, is Fellow of the Australian Institute of Company Directors and was a Fellow of the Australian Institute of Management for fourteen years.

Kenny Festing, McMurtie Consulting Engineers - A Simplified Approach to the Selection of Pavement Structures Containing Stabilised Materials

Kenny is the Bundaberg Office Manager and a Senior Engineer with McMurtrie Consulting Engineers. Kenny is a Chartered Professional Engineer, holds RPEQ status and a Masters of Pavement Technology. In his downtime, Kenny enjoys following sports, playing golf and caravanning with his family.

Stuart Dack, AustStab - Tailoring Stabilisation Specification for Local Government

Stuart Dack is the Chief Executive Officer of AustStab Limited, the Australian Pavement Recycling and Stabilisation Association, and has over 35 years’ experience in the road construction and maintenance industry, mainly associated with the development, manufacture and marketing of bituminous products in Australia and Europe, including bitumen emulsion, polymer modified binder and bituminous slurry surfacing technologies.

Stuart is an active participant in broader road industry activities through the Australian flexible Pavement Association (AfPA), the Institute of Public Works Engineering Australasia (IPWEA) and Austroads and is a member of Standards Australia Committee CH-025 (bitumen and related products).

Stuart is a Chartered Chemist and a member of the Royal Australian Chemical Institute (RACI).

Dr Chaminda Gallage, QUT - An Experimental-Based Approach to Estimate the Overall Modulus/CBR of Geogrid/Geocomposite-Reinforced Subgrades and Use of the Austroads Design Chart

Dr Chaminda Gallage is an associate professor in Geotechnical Engineering at Queensland University of Technology (QUT). He received MEng and PhD degrees in Geotechnical Engineering from the University of Tokyo, Japan. Within Geotechnical engineering research, he has focused on pavement technology, transport geotechnics, unsaturated soil mechanics, rainfall-induced slope instability, mining geotechnics and geotechnical instrumentation. In the last ten years, Assoc. Prof. Gallage has published over 120 refereed journal/conference papers, supervised 20 Higher Degree research students (PhD /MEng) to completion and received over $1.5M research funding from the Australian research council and industry research partners. Currently, he leads the "Use of smart geosynthetics for long-lasting and resilient pavements" project under ARC Industrial Transformation Research Hub (SPARC hub) (IH180100010).


Stream 6: Stormwater Management

Daniel Niven, Engeny - Multiple Regional Township Master Drainage Management

Daniel is a Principal Water Engineer at Engeny with decades of experience in the surface water and coastal engineering industry.  Throughout his career Daniel has undertaken numerous hydrologic and hydraulic impact assessment, flood management and hydraulic structure designs, dam designs, stormwater quality management design, water data collection, lake turn-over and nutrient balance assessments, tidal prism assessments and detailed geomorphologic assessments.  Daniel has a keen interest in the stormwater industry and is currently involved with both Stormwater Queensland and Engineers Australia Queensland Water Panel for several years.

Dan Rodger, JB Pacific - Priortising flood risk investment and infrastructure

Dan is a Director with JB Pacific, a technical lead in extreme weather, the current Chair of the Engineers Australia Queensland Water Panel, and a panel member of the Griffith University Internal Reference Group for Civil Engineering.  

Jesse Hunter, Engeny - On-line Detention Structures and Fish-Friendly Design Criteria

Jesse is a civil engineer for stormwater and flooding management and joined Engeny in September 2019. He has a special interest and expertise in water sensitive urban design, hydraulic and hydrologic modelling, flood studies, flood risk management and design of civil infrastructure.

James Hayward, IN4 Advisory -  Toowoomba Regional Council: Smart Cities - Smart Parking - Smarter Future

James is the Managing Director of IN4 Advisory. He holds a Bachelor’s Degree in Civil Engineering who is both Chartered and an RPEQ, and has over 20 years of experience in Australia and internationally within strategic, procurement, delivery and operational roles. This experience covers line management with international contractors, and advisory services in both Public and Private organsiations.

James has successfully managed complex major infrastructure projects and construction sites in both metropolitan and regional areas throughout the project lifecycle in a variety of discipline sectors, and importantly enabled James to manage critical internal and external relationships whilst maintaining the trust of key stakeholders.

Michael Krome, Trimble - Why "location" matters in Asset Management

Michael has over 25 years of working on major infrastructure projects on both the owner side and contractor side of the fence, and has a few war stories to share with us.

Until recently Michael was a Principal Consultant at an Asset Management and GIS Consultancy, drawing on his Surveying, Geographic Information System and Asset Management Information System experiences to provide strategy advise and technical solutions to local and state government agencies, roads & rail operators, water utilities, oil & gas operators and airport clients. 

Most recently, Michael has joined Trimble, an Industrial technology company, allowing him to mix his real-world practical experience with new innovative technology to solve complex asset operations and compliance problems for his clients.

Stephen Hegedus, Shepherd Services - The Future Has Arrived, Using Articial Intelligence for Sealed Road Maintenance

Stephen is a Registered Professional Civil Engineer with a wealth of experience in the local government environment having held the positions of Director of Engineering Services, Director Corporate Services and Chief Executive Officer. A proven executive professional, Stephen is a recognised industry leader in strategic and practical Asset Management.


Stream 8: Waste Management

Gus Martins, HUESKER Australia - Geosynthetic Barriers for PFAS containment current options, historical precedents and new materials

Gus Martins is a Business Manager with HUESKER Australia. He has over 10 years of experience in a wide range of infrastructure projects including environmental and hydraulic areas. Qualified as a Civil engineer and experienced in the development of geosynthetic products to meet market and client needs. Gus also has experience managing interfaces between clients, suppliers, and engineers, understanding technical requirements, qualification processes and manufacturing techniques.

Sarah Hausler, McCullough Robertson - Waste Management and Environmental Compliance

Sarah is a planning and environment lawyer with specialist experience in infrastructure and the environment. She acts for local government, state government agencies and government owned corporations, as well as large and small developers.

Sarah is actively involved in IPWEAQ as a member of the Board, representative on the qldwater Strategic Priorities Group and as a regular presenter at conferences and events. Sarah is also the President of the Queensland Environmental Law Association.

Ren Niemann, Norton Rose Fulbright - Waste Management Contracts - Tips and Traps

Ren Niemann is a senior projects partner at Norton Rose and leads the Norton Rose Queensland Government team covering State and Local Government clients.   Ren provides strategic advice and solutions to government and private sector clients on major projects across construction, infrastructure and procurement. For nearly 25 years, he has developed significant experience across a number of industries and sectors including waste, water, transport, telecommunications, energy and renewables. 

Ren has a strong principal focussed practice having advised all levels of government including the Queensland Government (such DTMR and State Development) and councils across Queensland and NSW including Mackay Regional Council, Brisbane City Council, Gold Coast City Council, Toowoomba Regional Council, Sunshine Coast Council and South Burnett Regional Council to name a few.

The work Ren supports includes advising on all forms of procurement and contracting, as well as the regulatory frameworks within which State and Local Governments operate.

Celisa Faulker, Gladstone Regional Council - Robust Decisions Delivery Fit for Purpose Investments

Jason Ryan, JJ Ryan Consulting - Planning Development and Construction On & Around Airports

Jason is a Chartered Professional Engineer (Civil & Structural) as well as an Engineering Executive.

He has had significant experience in the strategic management of infrastructure in large commercial environments across Australia. Jason has been deeply involved in all infrastructure life cycle phases including planning, design, construction and asset management.

He is the founder of “JJ Ryan Consulting” and “EngiSeek”. Jason has grown these companies to employ 100+ people across three countries.

Jason’s experience in the infrastructure and building sectors has allowed him to branch into software product development to revolutionise these industries and to keep engineering awesome.

James Varughese, Southern Downs Regional Council - Project Management Framework

James has worked in the Middle East and Australia for than 15 years. He has significant experience as a local government Civil Engineer and has an extensive background in contract administration, project management. James commenced his career in Australia with McNab Constructions whilst doing his Masters at University at Southern Queensland. As a RPEQ and CPPM, James exhibits practical knowledge in professional engineering principles, skills and values. Currently, James works for Southern Downs Regional Council as Manager Works, Infrastructure Services and is based in Warwick. James is now looking forward to the new challenges and opportunities in his new role as a Manager with a specific focus on customer satisfaction.


Stream 10: Road Safety

Renée Wise, City of Gold Coast - Implemntation of 30hm/h Speed Limits on Gold Coast Streets

Renee Wise commenced as the Coordinator of Traffic Engineering at the City of Gold Coast (the City) in 2017. The City’s Traffic Engineering team is responsible for undertaking reactive and proactive traffic engineering investigations and road safety audits on City controlled roads across the Gold Coast. Renee oversaw the development of a proactive list of speed limit reviews in high active transport user areas across the Gold Coast. Renee is a member of the local Speed Management Committee which is responsible for endorsing speed limit reviews on both State and Local Government roads across the Gold Coast. Renee has 17 years of experience in Transport Planning and Traffic Engineering in both local government and the private sector in Queensland. Her qualifications include a Bachelor of Engineering (Civil) from the Queensland University of Technology and a Diploma of Project Management, she is also a qualified Road Safety Auditor.

Andrew Burbridge, Department of Transport and Main Roads - Conducting road safety audits in Central Queensland using an instrumented motorcycle as a basis for funding submissions: a case study

Dr Andrew Burbridge is a Principal Engineer with the Department of Transport and Main Roads. He is recognized locally and internationally as a technical specialist in road safety, serving on several project working groups across the Austroads Road Design and Road Safety task forces, and is one of three Austroads representatives on the Road Safety Technical Committee of the World Road Association, PIARC.

Emily Plath, Point8 - Road Safety Under Constrained Temporary Traffic Arrangements

Emily Plath is a Senior Traffic Engineer at Point8 Pty Ltd. Starting her career in specialized road safety engineering with TMR, Emily has since gone on to deliver a broad range of National, State and local level projects in the areas of transport operations and theory, speed management, transport planning, traffic engineering and temporary traffic management, applying her fundamental understanding of road safety principles to a wide variety of contexts.  Emily’s diverse experience and skills give her the ability to approach projects from a variety of perspectives and understanding of the need for principles based, pragmatic approaches to situations where standards and guidelines may not exist or are not suitable for the site-specific situation.


Stream 11: Stakeholder Engagement

Marion Lawie, Vocatif - Engineering + Engineering: A formula for infrastructure that meets multiple needs

With extensive experience across public, private and NFP projects, Marion Lawie is now a coach, trainer and facilitator working with individuals, teams and organisations to bring out their best. Marion is also a sessional academic at the Queensland University of Technology where she teaches stakeholder engagement, and negotiation and conflict resolution in the Faculty of Engineering.

Amanda Bromley, GHD - The stakeholder engagement trends you need to know to improve the success of your infrastructure project

Amanda Bromley, a Stakeholder Engagement Technical Director with GHD, has 20 years industry experience, the last 15 of which has been spent directly involved in developing and implementing engagement and communication programs for major transport infrastructure projects in the planning, design and construction phases across South Queensland.

Amanda is an industry leader, delivering best practice engagement, consultation programs for high-profile, challenging and contentious transport upgrades in both urban and regional environments.

As a key member of GHD’s contract administration and civil design team, Amanda has spent the last 10 years intimately involved in the delivery of TMR’s $2.3 billion Cooroy to Curra Highway Upgrade.  Her contribution on the Toowoomba Regional Council’s Outer Circulating Road Project was considered by Council to be a key factor in the project being awarded “Project of the Year” by IPWEA Qld in 2015. 

Amanda is quite often the ‘face’ of major transport projects, managing contentious and emerging stakeholder issues affecting landowners, businesses, residents, action groups, special interest groups, Governments, and the like.

Andy Warwick, Global Synthetics - The Environmental Benefits of High Performance Turf Reinforcement Mats

Andy is the National Products Manager for Global Synthetics.

Andy is responsible for all mining & rail construction nationwide, & all Landfill and Erosion control in QLD and internationally.

Outside of the applications Andy is also tasked with new technologies from around the world, from technical assessment, marketing launch, working with consultants and equally the operators in how to use and install.

Prior to coming to Australia Andy was the International Sales Director over 10 years, for 2 major geosynthetic manufacturing companies selling and educating from S’ America, Europe, Africa, Russia Asia & Australasia, while also sitting on various international committees.
